The cases, which were all heard at Highbury Corner Magistrates’ Court in north London on 9 July 2026, form part of a proactive enforcement drive by Enfield Council to eliminate parking fraud and protect designated spaces for genuine badge holders.

The legal proceedings follow 12 similar successful prosecutions brought to court by the local authority in the previous month. Under current legislation, Blue Badges enable individuals with severe mobility issues or health conditions to park closer to their destinations.

However, it remains a criminal offence to display an expired, cancelled, stolen, fake, altered, or photocopied permit, or to use a valid badge without the registered holder being present to directly benefit from the journey.

Addressing the outcomes of the prosecutions, Cllr Maria Alexandrou, Cabinet Member for Environment at Enfield Council, emphasised the authority’s firm stance on local parking infractions. As reported by Enfield Council News, Alexandrou stated:

“We have zero tolerance on the misuse of Blue Badges, and continue to step-up our efforts to clamp down on this type of crime.”

Alexandrou further clarified the legal ramifications for motorists engaging in unlawful usage. As reported by Enfield Council News, Alexandrou stated that:

“Using a Blue Badge that doesn’t belong to you is purely and simply fraud and will not be tolerated on the borough’s streets and car parks. If you park in a space designated to valid Blue Badge holders, with a fake or stolen badge, you’ll be committing an offence and will receive a fine and a criminal record if the case goes to court.”

The Cabinet Member also urged members of the public to assist local officers in identifying non-compliant drivers. As reported by Enfield Council News, Alexandrou stated:

“If you have any suspicions someone in the borough has a Blue Badge and it’s not being used by the person it was issued to, let us know so we can investigate the matter and take the appropriate action.”

Mostapha Al-Turk, aged 53, residing in Winchmore Hill (postcode area N21), displayed a cancelled Blue Badge on the dashboard of his Tesla vehicle in the New River Loop Car Park in Enfield on 17 December 2025.

The badge in question had previously been officially cancelled after being reported as lost, though Al-Turk claimed he had found the permit. The court judge ordered a fine of £300, a victim surcharge of £120, and costs of £300, bringing his total financial penalty to £720.

Michael Brennan, aged 67, from Enfield (EN1), displayed a Blue Badge on the dashboard of his Nissan vehicle in Silver Street on 12 December 2025. Investigations revealed that the original owner of the badge was deceased. Brennan confirmed the name of the registered holder and acknowledged knowing that the individual had passed away. The judge imposed a fine of £300, alongside a £120 victim surcharge and £300 in costs, totaling £720.

Ann Jackson, aged 66, from Enfield (EN1), displayed a Blue Badge on the dashboard of her Ford Fiesta vehicle in Enfield on 8 January 2026. The badge displayed was registered to a care home, a permit type legally restricted strictly to transporting disabled individuals under the care of the badge holder.

Jackson misused the badge to secure residential parking. The judge ordered a £300 fine, a £120 victim surcharge, and £300 in costs, amounting to a total of £720.

What Were the Details of the Offence Involving Theothosia Menicou?

Theothosia Menicou, aged 67, from Enfield (EN3), displayed a Blue Badge on the dashboard of her Mercedes vehicle in a residents-only parking bay in Sydney Road (EN2) on 10 December 2025.

It was established that the badge belonged to Menicou’s husband, who had died 18 months prior to the incident. Menicou, who receives pension credit and stated this fact prior to court proceedings, was ordered to pay a reduced fine of £110, a victim surcharge of £46, and costs of £110, totaling £266.

Idris Sahin, aged 51, from Chingford (E4), displayed a stolen Blue Badge on the dashboard of his Mercedes vehicle in Cowper Road (N18) on 19 October 2025. A court judge ordered Sahin to pay a fine of £348, a victim surcharge of £139, and council costs of £500, making a total penalty of £987.
