  • Significant Increase in Council Ownership: The local authority expanded its initial acquisition plan of 34 social rent homes under the original Development Agreement by adding 93 additional homes across Block A (46 homes) and Block B (47 homes).
  • Phase 2B Officially Underway: The announcement marks the start of Phase 2B, which will deliver 421 total homes, comprising 294 open-market private homes and 127 social rent units (30% of the phase).
  • Overall Scheme Capacity: Upon final completion across all stages, the multi-million-pound Alma Estate master plan will supply 1,402 new mixed-tenure homes alongside public spaces and civic infrastructure.

Enfield (North London News) September 15, 2026 – As reported by Vistry Media Relations, housebuilder Vistry and Enfield Council have signed new binding agreements securing 127 social rent homes for public council ownership, officially launching Phase 2B of the Alma Estate regeneration scheme in Ponders End.

Under the original terms of the site’s Development Agreement, Enfield Council was slated to purchase 34 affordable units within Phase 2B. However, an expanded agreement signed between both parties transfers an extra 93 homes into local authority control. The total package of 127 social rent dwellings includes 46 properties in Block A and 47 properties in Block B. Phase 2B—the penultimate stage of the broader master plan—will construct 421 mixed-tenure homes, with 294 designated for open-market purchase alongside the 127 council-owned social rent units, representing a 30% affordable housing allocation for this specific building stage.

The overarching redevelopment of the Alma Estate represents one of the largest and most extensive estate renewal projects in the London Borough of Enfield. Once all construction steps conclude, the regenerated neighborhood adjacent to Ponders End Station will contain 1,402 new homes. Final phase planning consents granted by Enfield Council in 2025 paved the way for 723 mixed-tenure properties spread over Phase 2B and Phase 3.

To date, developer Vistry has built and handed over 679 residential properties across earlier stages of the Alma Estate scheme. In addition to residential buildings, completed works include community facilities such as Station Square public realm, retail storefronts, a local café, a gym, a replacement youth centre, and a community medical center.

How Are Key Stakeholders Responding to the Alma Estate Agreement?

As reported in official statements issued by Vistry Media, leadership from both the housebuilder and the local authority underscored the importance of municipal housing delivery in North London.

As reported by Vistry Media, Kevin Delve, Managing Director of Vistry East London, stated:

“These agreements demonstrate the strength of our long-standing partnership with Enfield Council and our shared commitment to delivering much-needed affordable housing for local people. The acquisition of these 127 social rent homes within Phase 2B will help address housing need within the borough while providing certainty for the delivery of this important stage of the Alma regeneration. This builds on a strong track record of collaboration between Vistry and Enfield Council across a number of major housing and regeneration initiatives, including Alma, Meridian Water, New Avenue and our work alongside partners at North Middlesex University Hospital. Together, we are creating sustainable communities and delivering the homes that Enfield residents need.”

As reported by Vistry Media, Cllr Lee Chamberlain, Cabinet Member for Housing & Technology at Enfield Council, stated:

“This is really positive news for Enfield and another important step forward in the transformation of the Alma Estate. Bringing 127 social rent homes into Council ownership means more genuinely affordable homes for local people. The Alma Estate is one of Enfield’s biggest regeneration projects and it is great to see the partnership between Enfield Council and Vistry continuing to deliver real benefits for the community. Alongside the new homes, the wider regeneration is creating better public spaces and community facilities, helping to deliver a neighbourhood where people can live, work and thrive for years to come.”

What Other Regeneration Initiatives Are Enfield Council and Vistry Delivering?

The partnership on the Alma Estate renewal forms part of a broader housing development strategy managed jointly by Enfield Council and Vistry across several strategic brownfield locations in the borough.

How is Meridian Water progress linked to this partnership?

As reported by Vistry Media, Vistry and Enfield Council are actively constructing mixed-tenure housing at Meridian Water. Within this footprint, Meridian One is set to deliver approximately 1,000 homes in total, while the adjacent Meridian Two parcel adds 274 affordable residences dedicated to local occupants.

What housing schemes are underway in Edmonton and New Avenue?

Beyond Meridian Water, Vistry is collaborating with local partners to deliver 306 affordable units on brownfield land next to North Middlesex University Hospital in Edmonton. This medical-adjacent scheme incorporates 152 direct social rent homes. Additionally, the partners have completed affordable housing allocations at New Avenue, targeted at boosting municipal housing stock in North London.

What structural and architectural features are included in Phase 2B and 3?

The concluding stages of the Alma Estate development feature housing units intended for diverse household demographics. The design plans incorporate multi-bedroom family apartments and specialized wheelchair-accessible layouts. Site master plans also specify public realm landscaping, biodiversity features, and green building standards across the remaining residential structures.

Background of the Development

The Alma Estate, originally constructed during the 1960s in Ponders End, was long dominated by four concrete tower blocks: Kestrel House, Cormorant House, Curlew House, and Merlin House. Over successive decades, the aging estate faced structural deterioration, high maintenance overheads, and urban isolation.

To address these systemic issues, Enfield Council initiated a multi-phase master plan to demolish the tower blocks and replace them with modern, energy-efficient housing options. Countryside Properties (which subsequently merged with Vistry Group) was chosen as the lead private development partner to execute the complete estate renewal.

By restructuring the density of the original footprint, planning permissions granted across the project’s life cycle permitted a substantial increase in residential output—growing the overall site footprint from its legacy density up to 1,402 mixed-tenure units. Early phases successfully delivered replacement community assets, including local retail spaces, a primary health clinic, a neighborhood center, and improved links to Ponders End Railway Station.

Predictions: How This Development Will Affect Local Residents and Housing Demand

The expansion of council-owned housing in Phase 2B will have direct consequences for several groups within the London Borough of Enfield:

  • Local Families on Municipal Waiting Lists: The acquisition converts 93 open-market or intermediate properties into direct council housing stock. This provides immediate relief to families in temporary accommodation or high-priority categories on Enfield Council’s social housing register, granting access to long-term tenancy rates below market averages.
  • Current Ponders End Community and Businesses: The ongoing transition from isolated tower blocks to a mixed-tenure neighbourhood with integrated retail spaces, health hubs, and upgraded transit connections around Ponders End Station is likely to boost footfall for local commercial enterprises and raise nearby public infrastructure standards.
  • Private Home Buyers and Renters: By bringing 294 open-market properties into Phase 2B alongside the social housing units, the project supplies additional housing stock in North London. This increase in supply may help absorb regional housing demand for buyers seeking transit-linked commuter locations near central London connections.
